Coulde be, I was assuming it was an outboard, I know nothing about inboards and outdrives other than I wouldn't own one.

They make brackets that can attach to the stern of boats that had an inboard in order to convert it to an outboard.

As far as the steel to use to repair the tongue, use the same dimensions. I would guess it is 1/4 inch thick and either 4X4 or 4X6 inch. If the existing steel is strong enough, 3/8 or 1/2 inch bolts through plates on the sides should be enough but, I'm not there.
