I've never been in the rimrock unit but in my opinion, if you are seeing that many people, that are as bad as you say they are then you are too close to a road.   

I drive asuzuki sameria  im no where neer a road but all of asudden if you hike a little your in sumones camp ground or u hear one or theres that guy in the white camoes ill never forget that so funny I don't kno how he didn't hear or see me laffin great moment

Not sure how what you drive makes a difference but it sounds like you might want to try a different access point if you cant get away from people where you are hunting now. My advice is find a different way in or goo farther in.
