:yeah:  If the person/people you are getting them from are the registered owners of record, that form will work and is a very simple process.

should be no big deal.  just have them fill out a bill of sale, then you can take that to DMV and apply for new title just like a car.

DMV might make them fill out affidavit for lost title, then they can sell it to you
It is what you meant it to be...

Here's where the problem lies person selling boat I don't think ever had title put in his name from previous owner.

It gets murky if they bought the boat from someone but never actually registered it in their name first - as in, they had a signed title that they needed to transfer into their name, but never did, and then lost the title.

It is a pain unless you can find the owner with his name on the title. If you can't then the state could issue you lic and registration for it on a temp basis and after three years the title will become permanent.

Is the title signed off?  the title is the missing question.  if you(or someone) has the title, no big deal. just do a bill of sale from the person you are getting the boat from.  along with signed off title and bill of sale, no big deal. just as long as the title was signed off.

If none of the above mentioned paperwork can be found you'll probably end up at the WSP inspection station in Marysville by Donna's.  They pull the numbers off of the trailer frame and off your boats MFG tag.  Then do a search to make sure this hasn't been reported stolen and also do a safety inspection.  After that is OK'd then you could start the process of getting a replacement title and everything licensed.

Not bad, unless something shows up.  Then you have some explaining to do.

I had a homemade boat and trailer that had to go through the WSP inspection.  They did make me turn my trailer into a Christmas tree with a extra marker lights.  Other than that, no issues.

As long as you trust the guy you are buying from, it is no big deal.  Just wait the three years with the provisional title.  I've done this twice with boats I purchased.

yep.  You get a conditional then when the prior on record title holder does not reply or states it is no longer owned by them you get a real deal title.
