Why can't I draw a quality bull tag

The last few are of a what I call the tumor bull and a beautiful pic of a young guy.

My Daughter's horse had something like that this summer and it was bots getting in there and infecting it. It smelled like holy hell! We treated him and it disappeared in a couple of weeks. Hog tie that bull and get him some treatment!

if given permission from WDFW....I would gladly treat that bull!! To a quick and humane death.

Unfortunately they will shed a long way from where these pictures where taken.
I would love to have the sheds of the big 7x7.
Better yet I would love for him to live another year and for me to draw a quality bull tag..
