My Dad needs some help with his Mt Spokane B cow moose tag.

My dad and I drew partner cow moose tags for Mt. Spokane B. I got mine on the opening weekend. We only saw two moose on the opening Saturday. We went back last weekend and saw nothing. We have been hunting Thompson creek. Is there any other public land options? He is going this weekend (without me). Can anyone give any advice. After last weekend we are kind of frustrated.

he should be able to find a moose on the north boundry

have him or you talk to the gate keepers.  some know what is going on and some don't.  as soon as you figure that out you hopefully  are set.  also drive thru lots of the unit and be careful of the Idaho boundary.   a gps helps.  always shoot the moose on the uphill side of the road.   you have more than a month to go so have fun.   good luck,  mike w

We have been hunting just north of the Spokane river. Is there access around blanchard pass?

Yes.
I haven't been in there this year, but have seen moose about every time I have been in the area in the past.
