I would contact the regional office, wherever is closest to you and go from there. The snohomish/king county one is pretty good, takes emails

It depends on the subject matter.  Someone suggested Dave Ware, which would be right if it has to do with wildlife management.
What is the issue you would like to address?

I have one I planned on emailing.  Why have a late archery season in margaret and toutle when almost all of the elk have been pushed to the mudflow?  Then post where the elk are as an elk sancuary closed Dec 1-Apr 1. Not much of a quality elk tag.

It all depends on the subject of your email. For example you wouldn't email Pamplin or a fish program manager to complain about a WDFW Officer.

That is probably the best solution. Sending an email directly to someone you don't know, like the Director, is likely to get ignored or responded to by an assistant.
