Skagit bears are all gone, my son shot the last one last year. 

And that fly gun only works when flies are sitting.

I figured out on my own not 30 minutes ago.  Since the regs aren't out for 2014 go to your 2013 regs and black bear hunting.  You will find the units open there.  Then I went here https://fishhunt.dfw.wa.gov/wa/license and purchased it online then https://fishhunt.dfw.wa.gov/wa/specialhunt here to submit it.  Hope this helps you.
