why does everyone put them on the wall thought they were supposed to go on the floor in front of the fire place so you could do the horizontal hokey pokey on them?

this is true,my friends wife ripped her toe open on the teeth of a bear rug in front of the fire place,had to get sewn up.She said she walked by and snagged it!Hmmm
