Depends on the species and sex.  There have been leftover antlerless elk tags that are available OTC the last 2 years that I know of.
There were also 4 leftover any elk tags after the drawing last year for #55 - the wolf munching zone.

Just to give you a couple examples.

Non-res needs to apply for a "general elk" tag in Wyoming. It drew out at I think 1 point last year. But maybe some from the "Special" draw would end up in the "leftovers sale".

So, as a Non-res, you can get a tag in the draw or sold as a "leftover". No tags are "over the counter" so to speak.

Some odd percent of tags go into the "random" draw, so even with no points you have Washington type odds of drawing some of the good tags. If you can afford to go if you get lucky its good to put in.

No, we non-res do not need to apply for a "general tag".  We can choose to apply for a general tag which covers multiple hunt areas, or we can choose to apply for a specific hunt area which limits the tag quantities (limited quota) and only allows you to hunt within the hunt area for that tag.
It's like BeanCounter said above.  Pick a tough to draw hunt like 100 with your first choice.  Then choose easier to draw hunts on your 2nd and 3rd choices - such as a General tag.  You draw a 2nd or 3rd choice you do not lose your points.

The Specials have their own draw.  Basically 40% of the allotted non-res tags go to the Special pool for their draw.  The Special is the draw that WY does first for non-res.  Any leftovers from the Special draw go back into the pool for the Full Price draw.  Leftover tags are a whole separate draw later in the year.  If their are leftover tags after the leftover draw, these are sold on a first come-first-serve basis - OTC.   

25% of the total non-res tag allotment goes to the Random draw.

Thanks guys for clarifying.  Wyomings web site is not the easiest to figure out.  Think what I will do is buy a point this year and give it a try next year.

1. Does anyone know when their leftover cow/calf tags typically go on sale? 
2. Do cow/calf tags usually go on sale at the same time as the leftover tags for antelope and deer doe/fawn tags?
3. Do they ever have leftover bull or buck tags that are OTC?

I started buying points a couple years ago and I decided to just buy points again this year for antelope, deer and elk.  I am thinking that should familiarize myself with some areas over there hunting cows/does before burning my points in an area I don't know.

They have leftover buck and bull tags. Most of the bull elk tags will be for archery only or in wilderness areas where us lowly non residents must hire one of their guides to access.  What a racket. I say boycott that crap.

There are plenty of leftover buck tags as well. More will be in the east part of the state but there are still plenty of buck tags in units with lots of public land, much unlike the elk scenario.

WG&F has all kinds of spreadsheets you can access on their website. You can see what units had leftover tags last year, as well as what the drawing odds are for every level of bonus points. It becomes a lot of paper to sift through, but you can pretty much plan everything to the T.

If you didnt know, you can put in for a difficult to draw unit for your first choice and one of the uits that will have leftover tags for your second and third choices.if you don't draw your first choice and get your second or third, you not only keep your bonus points but build another.

1. Last year it was July 17th.  Check WY website for a 2014 date in the Leftover Licenses section and the Reduced Priced date.
2. No, the 17th date last year is the date for Reduced Price leftovers.  The Full Price leftovers were available a week earlier last year.
3. Yes
You DO NOT lose your points if you pick up a Reduced Price tag - this includes if you snag one in the Leftover.

Just remember that the Leftover Tags typically are for areas which have difficult access (Private) or Wilderness Area hunts.  Occasionally there are some diamonds in the ruff but you have to be quick to pull the trigger on those the day the Leftover's become available.

I did know that I could put in and draw my 2nd or 3rd choice without losing my points. I figured buying a reduced price tag (if available) in an area that I want to draw in a couple of years might be the cheapest way to scout and learn the land before drawing one of the more elusive tags.

It sounds like I might have shafted myself for elk this year, but I will see what is available when the leftover tags go on sale.  I guess it is all part of the process in learning a new area to hunt.
