I have mine cut so the arrow is even with the riser. Don't like the arrow shorter then that In case the arrow falls off the rest.

If he is just starting out get them cut to 29"  That should put the insert/point 1.75" forward of the plunger hole.  That's a good safe place for it to be when starting out.  Later when getting more comfortable with the bow you can go shorter if desired.

Some bows I shoot at 28.5 and others 29 and all my arrows are cut at 27.5".  But I do not do it for speed.  First the nocks are usually protected by the bottom limb at that length.  Second, I was always in between on arrow spine so the extra short arrow got me into the spine stiffness I desired.  These days I'm almost needing to go a little long so I can step up in stiffness.  Decided to drop poundage instead since I like the limb protecting the nocks.
He asked, Do you ever give a short simple answer?  I replied, "Nope."

Is he shooting a cut away rest? There are different recommendations for the different risers. Easton has a really good pdf. on arrow tuning. It covers arrow length. I just google it.  It was very helpful when I was having tuning problems.
