Japan has a real problem with hunting right now. The (national) government has spent the entire post-war period restricting the ownership of firearms (handguns are absolutely prohibited, and rifles are very difficult to possess), the result of which the average age of licensed hunters in now above 70! If I remember correctly, to even apply for a permit to own a rifle one must have hunted safely with a shotgun for at least 10 years--this is really a high hurdle, and most hunters don't even try to apply for the permit (I don't know a single person who owns a rifle there).
The country is literally overrun with deer, and there are very few hunters who have the means (guns) and knowledge to take them.
As a rule, hunting in Japan is limited to shotguns (buckshot for deer or bear). Small game (including pheasants, ducks) is possible, but not nearly as common as it was a few generations ago. I know this from personal experience.
But the good news is hunting is making a comeback in Japan.

We had guys from my uncles lodge on kodiak shoot a couple teal and pintails each year with bands from Japan.
