Can this be fixed?

Took this to the taxidermist couple years ago and got it back looking like this, had so many problems with the taxi with my other birds and my buddies birds never took it back to him to get fixed.  Is this beyond repair?

Yes!  It would cost you a ton of money to have this bird taken apart and remounted.  You would be better off just shooting another Bufflehead and have it mounted.  It looks like that bird was not even fleshed.  You are going to have bugs attracted to that in no time at all and feathers will start falling out shortly.
