Best OTC archery elk hunt for opportunity

I'd like to go on an out of state hunt where there are a lot of elk.  I don't care if we kill a P&Y or have a chance at one.  What I'd like is a fun hunt where we are into a lot of elk during the rut.  Idaho, Montana, Wyoming, wherever.

I know Wyoming has high numbers and is a good bet.  Does anyone have an experience.  Again, I'm not looking for the trophy hunt of a lifetime, but rather just a chance to get out with friends and family and be into lots of elk.

NE Oregon has some good OTC tags and hunts. We saw tons of elk and lots of bulls on our hunt.

Colorado - Lots of elk, and more importantly, lots of elk on public land at that time of year.  I like Idaho too, for many of the same reasons I listed before and it's close.  With that being said, it's hard to go wrong with any of the states you mentioned.

If you are looking for sheer mass quantity of animals on endless miles of public land then no other state even touches Colorado!  There are more elk in Colorado than any other state in the U.S.  They manage for population in Colorado so the trophy quality is lower than most other states but huge bulls are killed every year and most units are OTC for archery. :twocents:
