Washington: Pro-Gun Legislation Goes to Governor for Signature

On Friday, March 7, Senate Bill 5956 passed in the Washington House of Representatives by a 95 to 3 vote.  Sponsored by state Senators Brian Hatfield (D-19), Tim Sheldon (D-35) and John Braun (R-20), SB 5956 would make legal the possession, acquisition or transfer of a legally registered short-barreled rifle in the state of Washington.  Since it passed unanimously in the Washington Senate on February 18, Senate Bill 5956 now goes to Governor Jay Inslee (D) and awaits his signature.

Special thanks to Senator Hatfield for sponsoring this pro-gun legislation, and to all state legislators who voted for SB 5956. Also, thank you to state Representative Brian Blake (D-19) for cosponsoring the House companion bill and the critical role he played in ushering SB 5956 through the state House.

Does anyone know when the bill (once signed by Inslee) would go into effect?  Is this something that anyone can submit the paperwork for, or would you have to go through a Class 3 dealer?

Very happy about this news.  As much as I hate the $200 stamp, it will save me having to pin my suppressor to the barrel.

Signed by the Governor today and will be law July 1st I believe.

Next up short barreled shotguns and/or selective fire. Selective fire is complicated and difficult, short barreled shotguns is just difficult.

You can do the paperwork yourself, you would use the "form 1".  You'd be the manufacturer, weapon would need to be engraved with the required info, $200 tax stamp, etc.  Some great tutorials online, maybe we'll have to link the information and combine it in a sticky or something.

Dave is probably correct, for whatever reason we missed the word manufacture when drafting the bill.

I assume this rumor is floating around because section 1 specifically mentions manufacturing and section 2 does not.  As I understand it, the federal law is that you can legally manufacture any firearm that you’re legally allowed to own, so long as it’s not for resale or distribution.  If you really want to do some legal jiu-jitsu…

It is not unlawful for a person to possess, transport, acquire, or transfer a short-barreled rifle that is legally registered and possessed, transported, acquired, or transferred in accordance with federal law.

Acquired by manufacturing yourself, which is in accordance with federal law.

Or maybe it was just a massive oversight by whoever wrote the bill.

Okay, I've been thinking about the "manufacture" part of the bill, and being unfamiliar with the BATFE regs, rules, and law, maybe somebody can enlighten me.  If I wish to build a SBR, can I fill out the ATF form, and once approved, go to a state that allows one to build SBRs and construct it there, then bring it back to Washington?  Not looking to break the law, just checking to see if this might be a legal workaround.
