Marmot precip is good for being lightweight, packable, reasonably waterproof, and somewhat breathable. If just for hiking and light chores, it will be fine. If you want something more durable grundens are decent and in your range. If it's really coming down and/or I expect to be doing any sort of heavy work I'll be wearing these.
Camofire.com just had the Core 4 Element rain jacket on sale for $90, I bought one a month ago, and they seem to be very well built. Sale on Camofire is done, but if you're interested, call the customer service number and let them know what you're looking for, and they'll hook you up.

The other stuff I have that I like is the Cabelas space rain. It does tear easy so I wouldn't buy it for hunting if you're always in the thick stuff. It's quieter, packs down super small and is very Light.

I owned this and eventually sold it because it tore too easily, though it worked well and was extremely light if you weren't risking it in the underbrush.FTF runs the Marmot Precip and it seems to hold up just fine. I've had multiple people recommend them whom I trust, so when someone is looking for a decent set without spending top dollar, this is where I send them.
