That's correct. If you apply you will draw- guaranteed. Then you can wait until August to decide if you want to buy it.
I thought that I read somewhere that there are usually more multi season deer tags than people apply for? Anyone know? I've never applied and this is my first year and kinda hoping to get one. I know the elk chances are slim with zero points so...Thanks for any info.

One thing to consider. I believe you have to have paid for the MS before you apply for special permits.That is one reason elk multiseason are so coveted. You can apply for permits in both EWa and WWa.
