I would expect it to happen frequently. In fact, I would expect a second choice to be selected more often than a first choice.Most applicants put down a first choice that is more difficult to draw than a second choice.
I drew my Nooksack tag as my second choice with 4 pts.

I had 12 points going into the 2009 elk draw and pulled a Goose Prairie tag as a second choice. Our group usually put in for Dayton exclusively, bottom line I thought I screwed up. I ended up seeing 2 elk on that hunt and both were great bulls running together. I shot the one with the biggest "whale tails",It scored 356 gross.. I guess I didnt screw up too bad. Its in my avatar. Thanks to Klickriverchromer and his buddy for pulling over and coming down to help pack the head and cape out for the last haul. Sometimes a guy gets lucky and shoots em somewhat close to the road.
