"The dispersal of wolves out of the northern Rockies will help to bring balance to other ecosystems in need of their stabilizing influence."

What that means is the USFWS have already dumped wolves in California, and like WA and OR, CDFW have been getting wolf sightings reported to them for some time. As soon as people start coming out on the net that they saw the USFWS/CDFW release wolves in California, dispersal  will change to naturally migrated.
