This is clearly a broken "normal" point.  Measurement would be taken from the normal baseline, but on the inside of the mainbeam, up and over the break, then down to the tip, following the centerline.  Typically, points are measured on their "outer curve" but in this case, you'd have to measure it on what would have been it's normal inside.

I would definitely get a second opinion on this from the Records Office if I were scoring it.

started normal, would measure from the center line off the piont , not a drop but way cool bone
