Well I guess it there were several pics taking and they told him it was. When I found the tracks last year. I Called the game dept they told me it wasn't a wolf and it was a big coyote or a hybrid. So me being me I said I guess I can shoot it. And I got a stern that would not be wise
i also know at least a breeding par was released outside of trout lake in the pinchot. state denies it but they were watched when it happened.

I think wolves being relased by some private party with a wink and a nod from the state is plausable...
Since we are not allowed to know the status or details of what the state does do regaurding wolves "for thier safety" does not increase my trust for the bunny huggers running the wolf program.
