There have been discussions about such protests. As far as making it fair for everyone, their treaties are passed by Congress and signed by the President. They can only be changed by Congress and if our country is to have any credibility, with the agreement of the Indians involved. Another route would be to appeal to the tribal councils to pass laws restricting harvest on their reservations and/or ceded lands. Good luck with that.
