Substitute Permit Second Deer

Im online going to buy my second deer tag and one of the options is "Substitute Permit Second Deer" and has no cost associated with it. Quickly looking through the regs I can find what this permit is for. Does anyone have any ideas?

It's a replacement permit (aka "green card") in case you did not receive, or lost yours.
