Was he shooting the rifle? Is it illegal to carry a rifle in a rifle restricted area?
Doesn't matter if he was shooting the rifle or not. If dude says he is hunting deer in a firearm restricted area and is carrying a rifle...also In a area not open to modern firearm deer. Sounds to me like he's breaking quite a few laws and admitting to them.

I always have a firearm when I'm in the woods. Hope I never run into you. I'd hate to get called in for poaching.
