And no, in your first post you said nothing about whether he was hunting or not.

In your second post, you said he was looking for deer.

Looking for deer is not illegal. I'll be doing that tomorrow. And, I'll have a rifle with me.  :yike:   (For bear)

Must have been a tribal member then. Or he was a poacher. The type of gun is irrelevant if he's hunting deer out of season.
tribal or not he still couldnt have a rifle there, not allowed for anyone. and its not a tribal hunting area anyways last i knew

The Hwy 18 corridor is definitely a tribal hunting area. And if they were tribal then they could use any firearm.

The firearm restrictions you are referring to only applies to hunters hunting under WA laws, not tribal. If they were tribal and had a loaded firearm in a vehicle it would be a different story.

I think the issue is more of what looks like a typical violation to some may not to others.
I had a guy swear up and down one time I was violating some fishing law and I wipped out my fishing pamphlet and showed him exaclty what it said and no in fact I was not. So point is people may read something and take a total different view of what is and what isn't being said.

So I was out today with a rifle and looking for deer and elk and chanterelles (FYI not on a bike near Tiger Mt.).  I told a guy in the woods when he asked what I was doing said I was looking for deer and elk with a rifle in my hand.  I wasn't going to shoot a deer or elk but if I saw mr Bear I was going to.  Hope they didn't call the LEO on me.  I agree with Antlershed there is a lot being assumed here.  What if he has raffle tag or is indian?  Could be a dumb ##$ too?  Don't know but to get as mad over this a waste of time.  Call it in and move on.
