And if they were tribal then they could use any firearm.The firearm restrictions you are referring to only applies to hunters hunting under WA laws, not tribal. If they were tribal and had a loaded firearm in a vehicle it would be a different story.

For argument sake. If he was only looking for deer, while out bear hunting (reason carrying the rifle) he was still in a firearm restricted area. ...........

You said he stated he was looking for deer and you interpreted it to mean hunting deer. As bigtex stated, the firearm restriction only applies if you are hunting. Also, last time I checked, you don't have to wear orange to carry a gun.
One thing to keep in mind is that KC actually talked to the guy. So he was able to get an impression from the guys body language, demeanor, and tone when he talked. A lot can be determined by all that when speaking to someone that can't be relayed in an internet post.
