Washington's regs are probably the easiest to read in the country... because we are restricted so much. Read the California regs and talk about confusing, that state has the goofiest regs books I've ever read.

Check out Montana regs.

I agree, the guy broke no law.  It's illegal to shoot a pistol in Seattle, but I carry one all the time.

Maybe he was intending to break a law but didn't get a chance.  Maybe he didn't know better or maybe he knew exactly what he was doing.  Maybe, maybe.

I run into guys like this, usually on the water.  I simply ask, "Do you know such and such is closed?"  Most of the time, it is some guy out there trying to do something legally and didn't read the regs.  Every time I go salmon fishing, I read the regs three times and check the emergency orders before knowing for certain that I have a 20% chance of actually knowing what is legal or not.

You have the regs, then changes or corrections to the regs (hard to locate or search, particularly in the field unless you print them and take a copy - and hope they don't change after you print).  Then, you have emergency orders which can and do change daily - fun when you are out of cell range.  Then, you have the good old "standard practices" like not shooting from the road right of way even though it isn't called out as such anywhere in the regs, we can also group leaning a rifle against the front bumper as having a firearm in the vehicle.  Finally, the regs aren't even law, you really need to look up the Washington code which is impossible to navigate and even tougher to read.

The guy on the bicycle was all NUNYA too;  until someone stopped him - interrogated him - and then reported him to WDFW.


..................sounds like unlawful search and seizure. His 4th Amendment rights were violated. He didn't have to answer to anybody. right KF ?
I couldn't care less about what anybody says..............

My point was that just because the law says something doesn't mean that is reality, plus I really hate moles.  Here is the RCW for loaded weapons in a vehicle.

     (a) The person carries, transports, conveys, possesses, or controls a rifle or shotgun in a motor vehicle, or upon an off-road vehicle, except as allowed by department rule

Any informed hunter or warden will tell you that if you are hunting and lay the loaded rifle against any part of your truck you will get a ticket (or warning if you are incredibly lucky).  On the tire, on the bumper, touching the fender, whatever.  The law says "in", the law enforcers and court have defined "in" as "on" or "against".  If you read the regs and comply to the letter, you still get a ticket due to the unpublished case law (historical prosecutions).

That law was changed recently.  It is now legal to shoot across your hood, lay a loaded weapon on your vehicle or lean it against your tire.......but the vehicle needs to be off the road or it can be on private property.
