It matters what you are being charged for. You are being charged for driving on any DNR road so those DNR roads are producing income. That makes the use of any DNR road by someone with a Discover Pass a money maker for the DNR.So what kind of easement do they have on these roads? Be interesting to know what the terms of the easements are.
