Only thing you need a FFL for is if it has a serial number.  Uppers, barrels, and stuff like that don't need a FFL.  Lowers need a FFL.

Wow!  Very good price!  And, yes, the stripped lower is the serialized part, therefore you need the FFL.  Anything else is exempt, even the lower parts kit.

There's a gun shop 10 mins from the house 311 tactical. $17.50 for the transfer cheapest any where I have seen. Owned and ran by military vets  ;)

WOW, that stripped lower is cheaper than 80% ones are.  Add the FFL ($25 locally or $17.50 near blacklab) and you are still right there..

Alright, after shipping and a little FFL fee on Brownells side, it comes to 61.58 per lower...

:yeah:
I went by a local FFL and their transfer fee would be $40.  So, with shipping would be close to $100 each.    :'(

Yikes.  I'd look for a different FFL for that price.  Any respectable shop will do up to 5 at the same transfer fee price as well. At least I think 5 is the max for one form. I bought a few a couple years ago and only paid one transfer fee for the three lowers.
