You might not be able to keep an octopus that you have hooked, I think it is hand catch only (I could be wrong), it might be only illegal to spear them.  Be sure to check your regs.

How up to Bellingham?

A neighbor pulled up an old abandonded crab trap this summer that was covered with squid egg cases, so they are here.  I have never heard of anyone fishing them though.  They may not concentrate here like they do farther south.  There are also no big lighted docks to fish from that I know of.

The best jigs are not from WalMart but from the folks, usually Asian it seems, that make them.  For these squid, store bought jigs have too thick of points from my experience.  You want the ones with points that look like a sewing pin with an 'L' shape.  I think someone posted where they can be bought but don't remember the thread.  They are not super hard to make, some pins, wire, beads, lead, and solder.
