I say any chance is better than no chance. The only reason those lands are in there is because of the landowner being able to say when and how many. If they don't get that type of control, then they just don't allow hunting. Or they go to the Written Permission system and just say no more permission will be given for the year, even when you are asking for three years in advance. At least you have a chance, but to limit yourself to one property is pretty tough to guarantee anything.
