Shooting waterfowl while drifting a river

Can you legally shoot at a duck or goose while floating a river in a non-powered drift boat?

Just make sure you are not shooting at someones decoys.   I only say that becasue I had that happen to me.

You can even shoot from a powered boat, as long as it is not under power at the time.  I used to river drift with my electric motor for control, when I would see ducks ahead, I'd just shut the engine off.  A few seconds later, no more movement from the motor....
