Small game license, WA State waterfowl endorsement, Federal Duck Stamp.  Youth, 15 and under don't need the Federal Stamp, not sure about the state one.

The only "test" needed is for hunting geese in the SW part of the state (Goose Management Areas 2A and 2B).

You both would need "Authorization Cards" for hunting Brant, Sea Ducks, or Snow Geese.  I'm not sure if these can be obtained mid-season.

You need the Migratory Bird Permit, the Migratory Bird Authorization is for Brant, Snow Goose, and Sea Ducks.  So, looking at the pricing schedule, Youth have to have the MBP, but it is free, just costing the Dealer fee of $0.50.

Don't forget the Hunter Education requirement in order to purchase licenses if born after Jan. 2 , 1972.
