Would a full metal jacket bullet be considered a leadless bullet?

No, the core of most FMJ are lead. A Barnes bullet is example of a lead free bullet. Nosler makes one, the E-Tip is what I think it's called. I have to ask, why the question? May help you get, to where your going.

I didn't think so.

Looking at going back to Wyoming on an "Elk Reduction" hunt next year, and from what I read they require "Lead Less" bullets.

Wow I knew California was lead free, had no idea that Wyoming was also. Your best bet is still Barnes or Nosler for a expanding lead free hunting bullet.

Shocked me too, until I remembered when we were back there in 2003, I had my PETA sign on my canopy door that I thought I was going to get it broke out. A lot og bunny huggers in Jackson, dang near as many as California.

That could be although that would be a federal regulation, not state.

Never said anything about Wyoming requiring lead free. All I said is that I was thinking of going to Wyoming. No one asked were in Wyoming I was looking at.

When I was bison hunting north of Jackson the year before last I seem to remember they were encouraging lead free bullets in that area, the refuge etc. but not requiring them. I believe I even had a questionare to fill out about my bullet choice. They were issuing citations to the elk hunters for not carrying bear spray because of so many bear encounters.

Instead of jumping in and stating Wyoming doesn't require lead free bullets, the question should have been "Where in Wyoming are you planning to hunt?" The answer would have been The Grand Tetons National park, and the Wild elk refuse in Jackson.

I believe I even had a questionare to fill out about my bullet choice. They were issuing citations to the elk hunters for not carrying bear spray because of so many bear encounters.

The Park requires the bear spray, plus a "Hunter Ed." card carried by ALL out of State  hunters. Believe it or not, they DO check both requirements, and will write a ticket, and pull your hunt permit if you don't have the Hunters Ed. card.
