Are there any instances where a person can keep dead heads? Deer caught or strangled in wire, cat/wolf kill??  If you call a Leo do they have any freedom to make a judgement call on whether you can keep it? If not who gets the head when they take it into their possession??

Can you former or current LEO types answer??

I have asked a few gammies while up hunting about a couple dead heads I found. They followed me to them looked around for anything suspicious than said go ahead and take them, if another warden stops you have him give me a call?

Deadheads are illegal to pick up in Oregon also.

You have to consider the very real possibility that he was standing on the extreme eastern edge of oregon and picked up the deadhead on the extreme western edge of Idaho.  That should be legal.
