Tightening th Limb Bolt

I have a Martin Jaguar Magnum and was going to increase the poundage. But the limb bolts seem to be stuck. I don't really want to put a lot of force on it but maybe that's what they needs to break loose. Both of them are like this. Any help would be appreciated thanks.
