SB 5356 Would Move WDFW into Fishing Line Recycling Industry

SB 5356 sponsored by Senators Mullet, Pearson, and Hatfield would require WDFW to establish and run a fishing line recycling program. WDFW would be required to establish collection bins in fishing areas to collect fishing line. The best part about the bill is as of right now WDFW wouldn't get any additional funding to implement the bill.


(1)  The department of fish and wildlife must establish a pilot program to coordinate the statewide collection
and recycling of fishing line or monofilament. The program must consist of indoor and outdoor collection bins located at or near established fishing areas, boat ramps, and other interested locations. The department must provide signage to each collection point explaining the program and the benefits of monofilament recycling.
(2)  The department of fish and wildlife may work cooperatively with other state agencies and interested parties to establish a system to check the collection bins regularly and remove monofilament for recycling and to encourage volunteer participation in the program.
(3)  The department of fish and wildlife must submit a report to the legislature by December 1, 2017, on the following:
(a)  A description of the level of coordination between the department and other state agencies and interested parties;
(b)Collection point locations;
(c)  Data collected about the monofilament, including the amount collected by weight or by another reasonable measurement;
(d)  A description of monofilament recycling-related community outreach or education efforts conducted by the department or its program partners;
(e)  A plan to establish the monofilament recycling program on a permanent basis, including action items for the legislature to consider; and
(f)  An estimate of costs and resources required to implement the plan identified in (e)of this subsection.
(4)This section expires December 31, 2017.

I thought ecology as well. I know at the end of last year's legislative session there was a proposal to institute a bottle recycling program similar to Oregon the agency that would run it....the Liquor Control Board. Because that makes sense?

With the huge variety of fishing lines, recycling is not practical, nor cost effective.  Skyline Marina just installed some receptacles, on the dock, specifically for used fishing line.  Good for them.  I'd rather see it thrown away properly than cost the state a bunch for another "do nothing" program.  The marina used a short length of PVC/ABS pipe, too small for people to throw garbage into.  Why doesn't the Department of Ecology install something similar at boat ramps and fishing access areas?  Really, fishermen should be more responsible, but if the state feels they need to "do" something, this would be better than a recycling program.

Isn't there a law against littering?  If caught doesn't it also constitute some kind of fine?

I guess I want to thank those folks who come up with laws to protect me from myself!!!  I have no idea where I would be with out them!!   

Do you honestly think the folks who would throw it on the ground will really put it in a container at the launch?

I don't know Meat, I seem to remember they had all kinds of extra money sitting around not being spent in that account they want to use to pay to clean up timber lands if they open the gates for hunters.

It is WDFW's plan that if this bill passes that WDFW will construct the collection bins but the rest of the program will be handled by volunteers.

Part of my Beef with the WDFW is that they COULD  actively reach out to outdoor groups for help. Provide the materials and ask for the help in distributing, hanging Collecting...

I see the success that the Snoqualmie Valley manger Brian has had by reaching out to people with vested interest in the land. He got help and support and is improving things. Part of why I have a hard time viewing the WDFW as a partner is they dont view sportsmen as one. (The department not ground level employees)

Under state law such activity does need to be authorized by a bill/law. Everything that WDFW currently uses volunteers for is authorized under a law.

Interesting that on the poll here it has a 80%+ failure. But you say folks are in favor.   

I would guess like most programs that rely on volunteers might start off well and then die on the vine.

Keeping used line out of the water is a worthy endeavor, Im just surprised a vote is needed to allow volunteer groups to hang collection tubes at launch/fishing sites thats all.

It reminds me of the Speed signs on the freeway - they had cost millions and are useless . People are pigs .I see garbage cans by entrance to supermarkets and still some a...holes just throw they trash in the parking lot ground after they open their door .We're wasting effort and money on something that never works . They can't manage paid campsites ,so what are they going to do with depositors for fishing lines . They will end up with garbage in them anyway because there is no garbage cans or sanicans at most locations . Sometimes Sportco pays for Bucket by the Puke in Puyallup during the pink season ...just look in there ...it says "DO not throw garbage inside the tank it is very difficult to get out " Always couple of beer cans ,shirts and stuff inside .Move 50% of funds that go to Wa state dept of L&I useless bureaucrats and maybe we can have garbage cans that someone will empty out .

Ye there a bill passed at some time to authorize the use of volunteers. In fact RCW Chapter 77.100 authorizes many WDFW volunteer opportunities.

Like I said in another thread about a month ago. Agencies can't just do something, even if it's a good idea, they need to get authorization from the state legislature.

I see the need yet the practicality   I am reversing the line on all my single actions (Islanders) this year.  When I swap a line I leave it to the shop to recycle.  I think most of the line "left" isn't from anglers throwing it over board.  Its from some malfunction/error, at least I hope I'm wrong?
