May try blue dot
https://www.howlforwildlife.org/take_action  It takes 10 seconds and it’s free. To easy to make an excuse not to make your voice heard!!!!!!

You can also try Longshot but it's also hard to find. You may want to try Three Forks Reloading in Cle Elum, they have some hard to find powders in stock.

I love longshot my self but do not use it for steel. I use it on my field loads shooting 1 1/8pz of #6 at 1474fps  I been looking for it in the Spokane area with no luck

There a good dozen 12 GA 3 1/2 loads in the basic manual for longshot.
