It's not a WDFW issue, it's a CITES issue enforced by USFWS.  Wolf is appendix II animal and needs a permit.  The seller of the wolf skull needs to prove the wolf was legally obtained and acquire a CITES permit. 

That's the biggest hurdle to the OP.  There's more, but if he gets that far the rest will fall in place.

We all know wolves aren't endangered anymore. You can hunt them in Idaho, Montana, Alaska and Canada... :dunno: :tup:
I couldn't care less about what anybody says..............

I would just call some taxidermy shops in Idaho or trappers.  drive over there and buy one. F the paper work. Just keep a receipt of the purchase. I don't think the State will knock dawn your door to search for the wolf skull legally purchased.
