Love them all
Is there a place in the Sound for bass or is it just an ocean fishery

Nothing in the sound but in the straights you can keep a couple.

how far in or they on the outside?

Need to get up past Port Angles into area 5. CQ has a few and the farther west you get the more fish you find.
