Cool gun. He must be a pretty talented metal worker. Devil's advocate here. Even if you're doing it for your own use, is it legal to manufacture your own firearm without some special license? What about the requirement for a serial number?

For personal use you are allowed to manufacture your own firearm. I believe this firearm is non-transferable. No serial number needed (hence the 80% lowers for ARs and 1911s). If you're at all interested, look into these. You'll spend several days.

I did see someone post on one of the buy/sell FB pages the other day that someone couldn't produce a CPL and was a felon and not to sell guns to them. It was like a blast from the past... I asked for CPL proof on a sale so I wasn't wasting my time or the FFL's time. If I ran into a guy trying to buy who couldn't I would've posted the same.
