This was from ODFW license service

"You do not need to be stationed in Oregon if you are active duty military you would qualify for the resident rate. You are able to purchase documents online or at an agent in the state you will just need to mark the residency box that you are non-resident uniformed services. If you have more questions please feel free to call me."
