I am, but have not hunted that area.  However, I did just receive this email from WDFW today:

July 13, 2015

Contact: Aaron Garcia, 509-575-2740

Meeting set July 31 in Ellensburg
to discuss hunting in Elk Area 3911

Master Hunters and area landowners are invited to attend a meeting July 31 in Ellensburg to discuss a recent boundary change and other issues in Elk Area 3911, located near Ellensburg in Kittitas County.

Hosted by the Washington Department of Fish and Wildlife (WDFW) and the Master Hunter Advisory Group, the meeting is scheduled from 6 to 8 p.m. at the Central Washington University Student Union Building, Room 210 (Theater).

The meeting will focus on the new northeastern boundary of Elk Area 3911 that was approved by the Washington Fish and Wildlife Commission in April, said Aaron Garcia, WDFW southcentral hunter education and volunteer coordinator. Other topics will include hunting opportunities in the elk area for certified state Master Hunters and how to hunt in the area, which is mostly made up of private lands, he said.

“We encourage area landowners to attend, along with Master Hunters who have hunted the area before and those who plan to hunt there for the first time,” Garcia said.

Hunting in Elk Area 3911 is limited to Master Hunters, enlisted by WDFW to participate in controlled hunts to address property damage or public safety issues. The area is made up primarily of private lands, many of which are subject to property damage caused by elk.

I doubt that I'm going to drive that far for a meeting, but seeing that you apparently live there I'd love to hear any good news if you go.

Drive out vantage hwy towards the windfarm and there is green gates. Go in there, it is a chunk of state land. There's some good canyons and a road all the way around it. We killed a couple in there. Pretty good like in December. That's if they haven't moved the boundaries to much.

That's why I said if the updates didn't change it. I let my master hunter expire anyway so I won't be up there 😄

Is there a new map showing the change or a description of the new boundary for review before the meeting?

Thanks I didn't read down the page far enough to see the map.  That is the far east end of the area correct?

Looks like it's the state land chunk I was referring to earlier. The best spot to hunt up there.
