I have archery hunted elk in some really weird places where elk shouldnt be and have had luck calling them in -last year had a small bull come in about 100 yards from the highway on a tiny peice of public ground. If you seen it you would swear elk would never step foot on it.

Stokes auction in Port Orchard had a bull on there property some years ago, along with Vashon Island 1 or 2 years ago.

Not Washington but in the mid-ninties I was unemployed for a month and had time to spend at the library..internet was not what it is today....I read the full report on every wilderness study area in Oregon.  They will discuss wildlife usage etc. and list off their estimates for population (Approximately 250 Mule Deer summer in the area, and about 25 elk also use it for summer habitat...)  So I found a little mountain, more like a mound out in SE Oregon surrounded by flat desert and canyons that had some elk present.  I pulled a muzzy tag which was a 75% chance of drawing.  The access to the area was blocked by a ranch but a jeep trail skirted their fence back to public land and I got in there and took a raghorn bull.  The next year I had a cow rifle tag and took a nice cow the first day.  I heard one other shot during the cow hunt. In both cases I'm convinced that the only one hunting them was the rancher. 
Wish I could earn a living hunting!

I'd guess its not exactly the Blues, more likely posted private land. I wonder what the success rate is for the Blues. Sure don't see many hanging during season.
