stupid question of the day: propane tank

I have an extra tank sitting on the back patio. If the kids turn the knob, will the propane leak out? I turned it quick and don't hear anything, which makes me think it needs to be 'tapped' in order to flow.  :dunno:

I think if it's a new tank it will not leak if it's not hooked up to anything.

I swapped an old one (expired) at Home Cheapo. There's a plastic condom thingy over the spigot but IDK if that necessarily means there's a new membrane or something inside it.

The new tanks around 1999 2000 and newer under 50lbs require that they be equipped with an OPD valve, the one with the outside mounting threads, they will not work unless something is hooked up to them.
When I pass, do not let my wife sell the guns for what I told her they cost.
