True Spike Bull Restrictions: Bull elk taken in
these units (GMUs 251, 328-335) must have
both antlers with no branching originating more
than four inches above where the antlers attach
to the skull. Under the true spike restriction,
taking an elk that has two points on one
side or antler points within one inch of the
definitions regarding length of point, or point of
origination, is an infraction. All other types of
violations of the true spike restriction are subject to current penalties and assessments.

I see a branch antler over an inch long and very possibly four inches above the skull.  I wouldn't shoot.

But, that would be with archery equipment and I'd get a closer look at what I feel is less than 4"

So now that I have pondered it some more...does the definition include the pedical bone that protrudes from the forehead of the skull?  Or is it only the part of the antler that sheds?  I always considered the bony stem that the antler grows out of as part of the antler and the skull is the bone below where it originates.  If it is just the bone that sheds then that bull probably is legal.  To add, I like the Montana branched antler bull definition.  In Montana he would be considered a branch antlered bull.

In a true spike area you really have to be careful.  Its not worth getting the animal on the ground and having to make the phone call the WDFW.  BUUTTT if you are in a spike only area, im blasting that SOB and eating elk steaks ! Just verify no branching on the tips and aim for the heart.

From what I cannot see from that angle he gets a pass in true spike areas, watch him walk away and look for another.
