Crossbows ?

I have been asked by a cousin in Canada to look for a crossbow for him to hunt black tails. He is in an area that allows both crossbows and shotguns; the tree huggers complain to the RCMP about the shooting. I know squat about crossbows or bows, I'm a muzzy or metallic cartridge person.
He thinks that the Excalibur Axiom type is the best way to go. So I'm asking here on Hunt-WA what does the forum folks think/suggest? He has a budget of $500 CDN to spend (new or used).

I'd also use a shotgun, we set my dad up last year with a crossbow with a scope for elk.  It's not as easy as people think it is and not as accurate.  If he would have had a shotgun (if it would have been legal), he would have killed a big bull.  I agree with Bob on this one. As far as brands go, I wouldn't have a clue, forgot what we bought my dad.
