Deer/elk bait vs bear bait

Why is it legal to hunt deer/ elk over bait , licks but not for bear?

In Washington it was voted by the people that gay marriage, is ok! Marijuana is alright, and abortion is fine! BUT hunting bears and cougars with hounds or bait is morally wrong! go figure! lol
