Realistically, the only times you see department heads being fired is if they're embroiled in a big screw up. Now the real question comes down to this, the Governor essentially hires the Commission, the Commisson hires the Director. Do you actually think the Commission would fire a Director without first having the Governor sign off on it? Highly unlikely....
Almost sounds like a merger between WA state patrol, Wdfw enforcement and state parks enforcement might be beneficial over what is going on now.
