If it were me...I would find out who the land owner is, make contact and strike up a conversation. Let them know what I saw and leave it at that for the time being. I would then make future contact and try to build a relationship.
I turned two guys in during archery. They shot a deer on private land from the road and only got a trespassing ticket. They didn't lose there license or any of that. Fish and game just cited them a ticket and took the meat.
the big portion of private land has a sign saying "private property-stay on roads, don't build fires and use at your own risk" does that mean you can hunt?

If that is exactly what is on the sign I would say you are good to go, as well as the other guys, just being a creepy pos dosen't make you a poacher. Just don't drive off road, build a fire, or sue them for doing something stupid to your self.
