When using live traps is it best to use lures or just bait? Or both? On like raccoons, bobcats, and beavers.

When using cage traps always use both.
I always use food (branches) in Hancock beaver traps along with a lure (castor or others).
If your using a swim through trap for beaver or otter, you don't need anything.
Raccoon, bobcat, etc., always use both.  Lure attracts them over and the bait draws them in.
